Description: The cost of designing a typical municipal facility represents less than two percent of the life-cycle cost to build, operate, and maintain the asset. However, the most important (and most cost-effective) decisions are made at the beginning of the project, where you, as an elected official, can save your municipality time and your rate-payers money. This stage of the project is also where construction input is extremely valuable in identifying improvements that lead to cost-savings and improved constructability. High-quality design services and collaborative delivery methods, such as design-build, can be achieved by hiring a competent, experienced, and integrated design and construction firm. This presentation will demonstrate how using a qualifications-based selection (QBS) process allows you to competitively select a design and construction team that will deliver quality engineering services and a collaborative delivery approach.
